The National Transportation Safety Board was scheduled to release its final report on Tuesday about the 2010 Eagle Otome collision in Port Arthur, Tx. that spilled 462,000 gallons of oil into the Sabine-Neches Ship Channel.
The 807-foot Malaysian-flagged tanker collided with the towboat Dixie Vengeance on Jan. 22, 2010. It triggered the largest spill in Texas in 20 years.
A Coast Guard hearing after the collision featured evidence indicating strong winds and poor visibility may have contributed to the Eagle Otome not centering itself in the narrow channel.
Pilots of both vessels testified that they knew they were in close proximity but believed they would pass each other safely. Efforts to halt the tanker such as increasing the rudder failed and not even stopping the engine and dropping anchor failed to prevent the collision, said one pilot.
