Investigators are looking into whether the weight of passengers exceeded the limit of a sailboat that capsized in San Diego Bay earlier this spring. 73-year-old Chao Chen and his 48-year-old son Jun Chen drowned when a gust of wind caught the jib and capsized the vessel on Mar. 27 that was on a charity sailing trip for the Heart of Sailing Foundation based in Bloomington, Indiana. Eight other persons, including an 11-year-old autistic boy and his 9-year-old sister, suffered injuries after falling into the cold water and were hospitalized. The 10 persons on board did not exceed the safety requirements of the 26-foot 1988 MacGregor, the charity said, though it is unknown if the passenger weight was beyond allowable limits. Some of the persons did not wear life jackets, officials reported, although only children are required to do so under California law.
